EU Support to District Development Programme (EU-SDDP)
What is this Programme about?
The European Union Support to District Development Programme (EU-SDDP) funded by the European Union is a 60-month Programme aimed at assisting Sri Lanka to make a transition from post-conflict assistance to reconstruction and development. UNDP is proud to be one of the six implementing agencies of this Programme, namely, the United Nations Children’s Fund (UNICEF), the International Labour Organisation (ILO), the United Nations Office for Project Services (UNOPS), the Food and Agricultural Organisation (FAO) and International Finance Corporation (IFC). Under this 60 million Euro programme, UNDP will support beneficiaries from the districts of Batticaloa, Mannar, Vavuniya , Ampara, Monaragala , Anuradhapura and Puttalam through six out of ten intervention areas earmarked under EU- SDDP during the 2012 – 2017 period.
Under the intervention area of ‘Income Generation’ youth entrepreneurship development is being focused on where UNDP is facilitating their access to start- up seed capital, business mentoring and internship opportunities for 1100 youth entrepreneurs. The monitoring and coordination mechanisms of local government authorities involved in local economic development too is being strengthened under this area.
UNDP, together with FAO, under three intervention areas is working to ‘Improve sustainable livelihoods’, ‘Improve productive infrastructure’ and ‘Strengthen capacity of local Producer Organisations’ by supporting Producer Groups and Organisations involved in key sectors of dairy, food processing, handicrafts and decorative items, commercial agriculture, fisheries, palmyrah and coir-based products. Through this collaboration, assistance is being provided to improve production, marketing and local processing activities of over 12000 small to medium-scale producers which will ultimately contribute towards the local economic development of the respective Districts.
Under the governance Programme component of EU-SDDP, UNDP is supporting ‘Improved capacity in development planning and implementation’ by providing seven District and Divisional Secretariats and Local Government Offices the technical and institutional assistance to identify, coordinate and further develop the District Development Plans whilst supporting over 800 local Community Based Organisations (CBOs)and training its youth leaders to effectively liaise with local authorities to better implement development projects in their communities..
Finally, UNDP is also promoting activities that are aimed at assessing, developing and ‘Strengthening the capacities of local governance’ in Provincial Councils and District Administrations whilst also supporting the development and improvement of the Citizens’ Charter system for efficient service delivery to the public at local level.
Considering the economic development needs of the targeted districts of Sri Lanka, UNDP together with the other five implementing agencies are committed to work together under the EU-SDDP to contribute to holistic social and economic empowerment of communities.
